INTERNET-INITIATED (WEB) ENTRIES
A debit entry to a Consumer Account initiated by an Originator
pursuant to an authorization that is obtained from the receiver via the
Internet. There are two components of the definition that are
important to address:
- the WEB type is only appropriate to use when initiating debit
entries that have been authorized by the receiver via the Internet.
An authorization that was obtained from the receiver in person, through
the mail, or over the telephone in order to effectuate an Internet
payment is not to be initiated as a WEB transaction.
- credit entries cannot be initiated except for reversals of WEB
debit entries.
The
seller, prior
to initiating a WEB debit entry, must obtain authorization from the
consumer. This authorization:
1. Must be displayed on the computer screen
2. Should be printed and retained by the consumer
3. Must be submitted by the consumer and not by a third-party on their
behalf.
4.
Must be similarly authenticated, which means it must provide assurance of
authentication similar to that of a paper-based signature
Authenticating a consumer
requires obtaining unique information known only by the consumer (such as
social security number, date of birth, driver's license
number or mother's maiden name) and verifying that information
against a national database such as Equifax.
